William H. Pennell III M.Ed.

William H. Pennell III, M. Ed., 73, of Rothsville, passed away at the Lancaster General Hospital March 3, 2014.

Born in Lititz, he was the son of the late William H. Jr and Dorothy Grove Pennell and is the husband of Catherine Chilcoat.

Bill was a member of the Lititz Methodist Church and a graduate of Warwick High School and Elizabethtown College. In 1973 he received his Masters degree in Education from Millersville University with a focus on Special Education. Bill served as a Certified School Psychologist in both Maryland and Pennsylvania
Passionate to explore alternate treatments, he helped children with anxiety and attachment issues, autistic and developmental issues, as well as cognitive and academic issues. A member of LLPD, NASP and the Association of School Psychologists of PA, he retired from the Philadelphia School District, Baltimore City School District and was owner of Psychological Services.

A loving grandfather to his three grandchildren, Vincent, Addie and Sean, Bill enjoyed time with them at the ocean and amusement parks and their sleepovers at Grandpa’s were magical. His love for giving was exemplified through the vegetables he grew in his spare time and gave to those less fortunate. Bill was a friend to many and an inspiration to anyone who knew him.

In addition to his wife, he is survived by his daughter: Sandra Aloguin, Lancaster; three grandchildren; sister: Barbara, wife of Robert Beck, Norristown; step-son: Anthony Chilcoat, husband of Amy; and step-grandson: Aiden Chilcoat, also of Norristown.

Services were held March 8 at the Richard H. Heisey Funeral Home, officiated by Rev. Dr. James R. Bamberger and Rev. James MacDonald. In lieu of Flowers, memorial contributions in memory of Bill may be made to The Caring for Sharing Program, Lititz United Methodist Church, 201 Market St., Lititz, PA or the Rothsville Ambulance, 2071 Main St., Lititz, PA, 17543.
